To maintain situational awareness about the status of critical
communications, the Commission collects information about the operational
status of various communications networks through its Network Outage
Reporting System (NORS) and through the Disaster Information Reporting
System (DIRS). Certain communications providers are required to file
report in NORS on a mandatory basis when outages meet certain duration
and magnitude thresholds. During disasters, the Commission may activate
DIRS, which collects information on a voluntary basis specific to the
impacts of a particular incident, like a hurricane. The Commission
has found, however, that the voluntary nature of DIRS system results in
information gaps that can impair efficient emergency response, because
providers choose not to file. Some communications providers are also
not required to file in NORS at all, similarly creating information
gaps about overall network health.
